Recently, in order to implement a series of policies and measures issued by the Party and The State Council to promote the stable growth of foreign trade, curb the downward trend of foreign trade as soon as possible, and lay a solid foundation for the further improvement of foreign trade this year, the General Administration of Customs has sorted out and summarized the policies and measures introduced by The State Council to ensure that the policies and measures introduced by The State Council are implemented.

We will further improve customs clearance supervision services

First, accelerate the building of a single window for international trade. Summarize and improve the experience of single window pilot in a timely manner, increase promotion efforts, expand the participation of enterprises, promote the standardization and simplification of single window declaration data, and accelerate the transformation of business processes of port law enforcement departments in a single window environment. Together with relevant departments, we will take the lead in radiating Shanghai's experience to Guangdong, Tianjin and Fujian pilot Free trade Zones, and complete the goal of promoting the construction of a single window at ports in coastal areas by the end of the year.

Second, promote the establishment of a mechanism for port information sharing. During the year, the Administrative Measures for Data Sharing and Use of member units of the Joint Ministerial Work Meeting of The State Council on Ports were issued, and communication at the working level with tax and quality inspection departments was accelerated, and institutional arrangements for information sharing and use were studied and expanded on the basis of the original information sharing work.

Third, improve inspection and oversight mechanisms. Optimize the structure of inspection methods, make full use of scientific and technological means, and gradually increase the proportion of non-invasive inspection. On the basis of risk analysis, the inspection rate is dynamically adjusted to further improve the pertinence and effectiveness of the inspection. Vigorously promote the homeopathic supervision model, simplify the supervision process, and embed the customs supervision into the logistics operation as much as possible.

Fourth, continue to promote the "double random" random inspection mechanism. Deepen the practical Application of "double random" in customs control and inspection, improve the system of announcing the list of items for random inspection, and gradually increase the proportion of random control and inspection, so that by the end of the year, random control and inspection will account for more than 70%.

5. Implement the reform of unified social credit codes. Implement the requirements for streamlining administration and delegating power, simplify the registration of import and export enterprises, and push forward the implementation of "one license, one code" and "three certificates into one" on schedule. At present, import and export enterprises have realized the registration procedures according to the unified social credit code, and strive to realize that enterprises can use the 18-digit unified social credit code for import and export declaration business as soon as possible.

6. Promote the expansion of duty-free shops at ports of entry. We will actively support the development of entry duty-free shops at ports. On the basis of the approval of the establishment of entry duty-free shops at five ports, we will continue to speed up the approval of the establishment of entry duty-free shops to facilitate domestic consumers to buy foreign products in China. Actively cooperate with relevant departments to study the policy of port entry duty-free shops, and formulate specific plans for the expansion of port entry duty-free shops.

We will further promote the innovative development of processing trade

First, actively innovate and copy the customs supervision system of the pilot free trade zone. In the special customs supervision area of the pilot free trade zone, we will actively promote the preferential tariff policy for domestic sales, copy and promote institutional innovations such as processing trade work order verification throughout the country, and promote processing trade to gather in special customs supervision areas.

Second, promote the integration and optimization of special customs supervision areas. Conscientiously implement the regional integration and optimization plan for special customs supervision, accelerate the integration from the four aspects of type, function, policy, and management, and strive to achieve the optimization of industrial structure, business format, trade mode, and regulatory services. We will support eligible large and medium-sized cities in central and western China and Northeast China in setting up comprehensive free trade zones, and accelerate the review and approval of five comprehensive free trade zone projects in Harbin, Changsha Huanghua, Zunyi, Wuhan Airport, and Kunming, Yunnan Province.

Third, improve the processing trade management model. We will improve the regulatory model for new types of business, such as bonded maintenance, service outsourcing, and cross-border e-commerce, support the development of high-end manufacturing and related producer services, and encourage the extension of the processing trade industry chain up and down the river. According to the characteristics of large-scale equipment manufacturing, integrated circuit and other industries, the implementation of "tailored" service; Simplify account book establishment (change), domestic sales, deep processing carry-over, residual material carry-over, verification and closure, and material string management.
